Sherwood not suffering from national new construction slow down.

Sherwood surpasses surrounding communities in construction permits issued August - October 2007.

After reading through yet another excellent article published by The Leader, it appears that Sherwood has surpassed surrounding communities in the number and amount of new construction permits issued August - October 31, 2007.

In August Sherwood issued 52 new permits worth $2.91 million, September 40 permits worth $2.73 million, and October 30 permits worth $3.37 million. Although the October numbers are below the October 2006 benchmark of $4.9 million, Sherwood has issued through October 2007 an astounding $66.5 million in construction permits. This reflects an increase of $25 million over 2006 permit numbers.

In August, Jacksonville issued 23 permits valued at $4.55 million, September 19 permits valued at $1.02 million and October 30 permits values at $835,000. Cabot issued in August 28 permits valued at $3.52 million, September 21 permits valued at $1.89 million, October 21 permits valued at $2.55 million.

Neighborhood Watch - Austin Lakes

Sherwood neighborhood offers beauty, convenience

Sherwood’s Austin Lakes area was conceived by the Randy Wiggins Company in 2003. The entire development was named after his father, Austin Wiggins, who passed away in 1994.

The neighborhood was developed in numerous phases called Austin Pointe, Austin Lakes, Austin Lakes on the Bay and Forest Lakes. “The different sections of the neighborhood are named for where they are located,” Randy Wiggins said. There are approximately 350 homes in the entire development. The homes on the lake range from approximately 2,500 to 2,800 in square footage. But there are quite a few that are over 4,000 square feet, Wiggins said. Homes not on the lake range from approximately 1,800 to 2,400 square feet.

“The neighborhood has been well developed with distinctive home plans and styles, so all homes do not look like they came out of the same book,” said Maria Carpenter, a Realtor with Excel Realty, Sherwood. The lake in the neighborhood is stocked with catfish and crappie and serves as a popular place for fishing. The lake is part of Indianhead Lake Estates and if a homeowner would like to dock a boat at the Indianhead dock, the fee is $40 a year for homeowners under the age of 65 and $30 a year for those over 65.

A common area, known as Austin Lakes Park, is a popular place for families to gather by the lake. The park has a paved walking trail, two pavilions, a large playground and a creek running through the middle. Doris Anderson, homeowner and president of the Austin Lakes/West Lake voluntary property owners association, and her husband moved into Austin Lakes in 1995. Anderson started the voluntary POA shortly after she moved into Austin Lakes. The dues are $10 a year and they have meetings once or twice during the year.

“There’s always someone out walking their dog, taking a stroll or just hanging out with their kids,” Anderson said. “We are all very close and get along very well. We think of our neighborhood as one big family.” The homeowners in Austin Lakes range from young professionals to retired adults. Since it is convenient to the Jacksonville military base, many military families choose to reside in Austin Lakes, Anderson said. “The area has a good feel to it. It’s a comfortable place to walk at night and feel safe,” Anderson said.

Another big plus is the neighborhood’s close proximity to the interstate, shopping malls and restaurants. “We are within five minutes of everything,” Anderson said.

More on Gravel Ridge Annexation

Gravel Ridge residents have a lot of questions, and they are seeking answers.

Gravel Ridge, Sherwood, and Jacksonville are all in the same school district, the Pulaski County Special School District (PCSSD). The district's web site is http://www.pcssd.org/, and the district remains under a federal desegregation order. There can be no changes in the school district without PCSSD receiving unitary status. The school district's enrollment is about 64% of the students for which it has facilities, so there is no issue with over-crowding. A new school is being built in Sherwood, and a special meeting of the Sherwood City Council will be held Thursday, January 3rd at 6:00 p.m. to approve an ordinance for conditional zoning for the new school.

North Hills Property up for RE-ZONING


The North Hills property has a re-zoning sign posted. The owners are asking for commercial zoning of approximately 14 acres, with approval for single family residences on about 92 acres of property already zoned R-1. Site plans were filed with Sherwood December 18th, and the Sherwood Planning Commission will take up this issue Tuesday, January 8th, 2008 at 7:00 p.m. (http://www.cityofsherwood.net/City/Meetings/Agendas/planning%20Commission%20080108.pdf ) North Hills Estates' lot sizes range from about 85 to 100 feet wide to 120 to 200 feet deep. The minimum lot size is 85 x 120 feet.

Official cites tension as basis of departure

The following story was published in the Arkansas Democrat Gazette, Friday, December 22, 2007.

Sherwood’s advertising and promotions director resigned last week after 14 years, accusing Mayor Virginia Hillman of having a “negative attitude” and refusing to move forward. Cheryl Ferguson resigned Dec. 12. She said she left the department because of personal tension with Hillman. “There’s history there,” Ferguson said when reached at home Wednesday. “I’d rather not get into it.” As director of advertising and promotions, Ferguson managed Sherwood Forest, a 16,500 square foot conference and program facility, and its grounds.

After Ferguson’s resignation, the Advertising and Promotions Department was moved under Parks and Recreation Department authority, Hillman said. The assistant director of advertising and promotions is supervising its daily operations. Hillman said Wednesday that Ferguson was “very obvious — a disgruntled former employee,” and declined to talk about the resignation, other than to say that the city is moving forward.

It's totally RIDICULOUS for Ms. Ferguson to state that Mayor Hillman has a "negative attitude" and she "refused to move forward". Mayor Hillman is probably one of the most optimistic and upbeat people that you'll ever meet. She's down to earth and a joy to work with from all reports that I've heard. It is the "Harmonite" cronies who refuse to move forward under the new leadership and new direction of Mayor Hillman. Perhaps Ms. Ferguson left because all departments are expected under Mayor Hillman to run in a professional manner offering the citizens of Sherwood top-notch responsiveness, and full time office hour accesibility.

I say GOOD RIDDANCE - Sherwood Forest will only improve with Ferguson's departure, the advertising looked juvenile and not up to date, we can do better with the interim supervisor in Sharon McMinn. Sharon will offer professional and courteous service that both the Mayor and the citizens expect. Good luck Sharon and adios Cheryl!

Gravel Ridge - Sherwood or Jacksonville?

Sherwood Aldermen voted unanimously at Monday evening's City Council Meeting for a Sherwood election so that voters can consider the annexation of the community of Gravel Ridge. The election will be held Tuesday, March 11. Council members also approved six (6) new police officer positions and eight (8) replacement police vehicles when they passed the 2008 City Budget without dissent or discussion.

Sherwood Housing 1990 to 2005

The Sherwood Planning Commission is reviewing plans for the Planned Residential Development of Sherwood Forest Apartments near Oakdale and Brockington Road. This apartment complex will have 114 apartments in Phase I of the development. More apartments will be built as the complex is filled with tenants. The next meeting regarding this project is Tuesday, January 8, 2008 at 7:00 p.m.

A special meeting of the Planning Commission will be held Wednesday, December 19, 2007 at 4:30 p.m.

March election to be held for Gravel Ridge to join Sherwood

Wednesday's Arkansas Leader published a report indicating that the residents of Gravel Ridge will also be given the opportunity to vote to become a part of Sherwood. Although the Leader has already reported that Jacksonville has called for a special election in February, Sherwood Mayor Virginia Hillman has stated that a special election will be held in March for the Gravel Ridge residents to decide if they would rather join our city.

Area business owners in the Gravel Ridge area are giving a slight advantage to Sherwood but ultimately it will be down to all residents. So, why should Gravel Ridge join Sherwood instead of Jacksonville? Well, we don't have a separate property tax millage on real estate, and we have a much lower sales tax rate. Our amenities and public services are about evenly matched, but Jacksonville has done a better job of improving their park system. Adding Gravel Ridge to our city's continued growth makes more sense especially since the 2000 acres behind LRAFB are also a part of our fine city. If you know residents or business owners in Gravel Ridge let them know they'd be a welcome addition to our community.

Whatever the outcome of the February vote for Jacksonville the results will be put on hold until the March election. Let's work together to welcome Gravel Ridge in to our growing city and continue to make our future thrive. The only service that Jacksonville has that we don't is curbside recycling and twice a week trash pickup. If we add these additional folks and acres into our city, perhaps we need to look at utilizing the monthly garbage fee more wisely and bring in curbside recycling and perhaps build a dog park for the citizens to enjoy.

County Judge and Sherwood Alderman receive public letters of caution from Arkansas Ethics Commission

Ethics panel issues letter of caution to county judge

LITTLE ROCK — Buddy Villines is a public official, but he doesn’t work for free. The longtime county judge, who earned $80,605 last year, neglected to list his county income for the past eight years when filling out statements of financial interest that ask elected officials about income, stocks, gifts and business interests.

The Arkansas Ethics Commission notified Villines last month about the missing information when Little Rock resident Sharon Stark filed a complaint against him. On Monday, the commission sent Villines a public letter of caution for what it found to be a technical violation.
“That’s the lowest level of sanction,” said Graham Sloan, director of the Arkansas Ethics Commission, on Thursday. Villines was not fined.

The form asks officials to list sources of income and whether the amounts add up to more than $1,000 or more than $12,500. Villines originally reported his wife’s 2006 income, a plane ticket to Italy and hotel room paid for by a member of Sister Cities International, an organization that creates relationships between cities across continents. Villines revised his statements of financial interest on Monday, going back to 1999. “I work hard to get those things in on time and accurate,” Villines said Thursday. “I looked at that as a disclosure document to disclose whatever income you have or financial investments for potential conflicts of interest,” he said.
Being paid by Pulaski County for the county judge post wasn’t a potential conflict of interest, he thought, especially when his salary was public record.

But Stark, who believes the county’s finances should be thoroughly audited, thought Villines’ omission made for sloppy bookkeeping. “I think [the letter of public caution] will get Buddy’s attention and he will be more careful,” she said.

Sloan said a common mistake made by those filing statements is failing to list income for their elected office. It’s also not something the ethics commission would normally catch, he said, because the commission spends more time making sure public officials turn in the statements.
“There are more than 500 potential filing offices and we do not go to every filing office,”Sloan said. Like all other county officials, Villines files his statements of financial interest with the county clerk. A review of other elected county officials, such as justices of the peace and the assessor, show all of them included Pulaski County on their 2006 forms.

The commission also issued Sherwood Alderman David Henry a public letter of caution Monday because he failed to list Sherwood as a source of income.
Sherwood resident Julanne Carney filed the complaint after finding his 2005 and 2006 statements lacking his city income. “I take disclosure laws very seriously,” Carney said Thursday. “It’s not only required by state law but it should be done as open and honest as possible so the public is allowed to know if there’s any potential conflict of interest.”
She doesn’t think Henry left out the information intentionally. “I believe it was probably an oversight, but it’s still incorrect,” she said.
Henry, who was appointed to the council in 2003, could not be reached for comment Thursday. City aldermen earn $6,079 for their service in 2007, according to the city’s latest budget.

Alderman Vassar Speaks Against Sherwood Police Department

Monday night's city council meeting is one for the records. Alderman Becki Vassar spoke for the mini-storage development on 107 across from the North Hills property. Then, Vassar joined Alderman Steve Fender to waylay others with their comments regarding the proposed 2008 Budget, criticizing the Office of Economic Development, and eliminating it from the city budget.

Vassar then spoke against the Sherwood Police Department. With a murder in Sherwood at Brockington and Calloway just five days prior to the council meeting, she questioned the department's budget requests for replacement of old police vehicles and six positions for the Police Department. Currently, two officers are out for medical reasons, two are in IRAQ, and eight are subject to call to duty in IRAQ. The city mechanic stated that the police department needed to replace more than ten vehicles due to their age and very high mileage.

Vassar and Fender did not attend any of the three budget meetings, and Vassar refuses to serve on the budget committee. Aldermen generally get their meeting packets several days before the city council meeting, allowing ample time for them to ask for additional information or seek answers to any questions on items on the agenda.

Sherwood Revamping 2008 Budget

The following is an article which was published in The Leader on Wednesday, November 14th. After looking over the article it is apparent that the pipe dream of purchasing the North Hills Country Club Property is just that, a pipe dream.

There is no money available for a sizable down payment much less an outright purchase. The only way that this can be done is with a sales tax increase or a bond issue. Bonds are doubtful because a city has to demonstrate its financial solvency in order to repay the debt. If the city turned down an increase in funding for our Fire Department, where in the heck does the city council "think" we are going to get the money to buy this financial albatross?

Sherwood Humane Animal Services

- Awesome responses for an animal in need. Meet the little dog that could...Frannie, the chocolate lab that captured the hearts and minds of the staff and volunteers at Sherwood Humane Animal Services. She came in with a bullet lodged in her lower jaw, she tugged on the heart strings of the staff and volunteers, the media gave the cause wings and the people of Sherwood and surrounding communities stepped up to the plate. She's had her surgery, and is recovering well and has an excellent prognosis. Thanks to the dedication of the staff and volunteers of the Sherwood Humane Animal Services, and the community at large as of 11/02/07 a total of $17,000 has been raised to help with her surgery and recovery, and to benefit other animals in need. The amount raised above the $2,000 required for the cost of the specialist surgery will help many, many other animals at the Shelter. Each and every day our Shelter in Sherwood rises to the challenge of caring for the abused, abandoned, and neglected animals that are in our community. And, each and every day they have been able to meet that challenge thanks to the devotion and dedication of the staff and volunteers. The legacy of this one animal, and this one call for help, will continue to last for months to come. So, this little dog is truly the Dog that could. THANK YOU Sherwood and THANK YOU Arkansas! Don't forget the Shelter once this story fades to memory, they need our continued support with donations, volunteer time, pet supplies, medications and aluminum cans.

Sherwood Humane Animal Services needs your help in caring for a dog with a bullet lodged in its jaw. They say someone dropped off the female chocolate Labrador retriever Wednesday after it had been found abandoned. Noticing the dog may have an infection, a veterinarian conducted x-rays that revealed a bullet wound to the lower jaw. It's unknown how long the bullet has been there. In order for the dog to have a fully functional jaw, the dog will need surgery costing more than $2,000.00. Her surgery is schedule for Monday, Oct. 15th, and people have already donated $1500 to help pay for her care.

The Sherwood Shelter is filled with dedicated employees who love and care for animals. They have one of the lowest euthanasia rates in the country and they have been nationally recognized. The shelter always needs aluminum cans to help fund extra projects that their budget does not cover and pet supplies. Feel free to drop by and visit them. This month they are having their annual volunteer drive Partners Auxiliary Working for the Sherwood Shelter (P.A.W.S). Drop by today and see what you can do to help them help the animals.

Conveniency in Sherwood
Former Vice President Al Gore has his inconvenient truths and Sherwood politicians have their convenient truths.

It’s convenient for the Sherwood aldermen to be for saving the green space and hugging trees when it’s about getting the golf course. But it’s also been convenient for city leaders to turn a deaf ear on complaints about late-night construction work and blasting on the Wal-Mart construction site. Wal-Mart is following all city requirements has been the pat answer to residents, and you can’t stop progress, as they say, but nearby residents deserve better.

When it comes to the golf course, it’s convenient for the city to say it would have to spend $2 million to support a development, but it was convenient for the city to ask Wal-Mart to widen Maryland Avenue and reconfigure the traffic signals.

Couldn’t they conveniently ask Ron Campbell, who wants to develop the golf course into a residential area, to pay for some or all of those $2 million in needed improvements?

It has been convenient to place a moratorium on a developer, causing him possible loss of income, all in the name of the golf course.It’s convenient for the leaders to call the golf course the jewel of the city, but what about the long standing, closed, abandoned, decrepit empty storefront across from that jewel? How about spreading more green around Sherwood and in all of our communities?

Not sure how many of you are familiar with The Leader, it is published on wednesdays and saturdays and they have surpassed The Voice and The Times in local coverage. The editor and staff don't mince words. They tell it like they see it. Thought that this was an excellent editorial.

Drainage After Improvements?

This is the open ditch by the Crackerbox on Brockington after improvements. A child or pet could easily be swept away.

This is Sherwood's fire rescue truck responding to an emergency call. There are NO SHOULDERS on Brockington Road for vehicles to pull over-only ditches.

This is typical drainage on Brockington Road after a rain. Our emergency responders have a difficult time getting to places they need to be when drivers cannot pull over to let them pass.

Here is an example of "drainage" in Sherwood. You can see open drainage and flooding throughout Sherwood - just drive around anytime while it is raining and this is what you will see.

Drainage issues

Is it only me that finds it unusual that the City Engineer Michael Clayton wanted to bring infrastructure and drainage issues up while discussing the possible development of the former NHCC property? Aren't these infrastructure issues already being ignored by the city? Windchime Bridge already floods and is poorly maintained. Country Club Road does not have enough storm water drains. Brockington and Brookswood also flood during heavy rains.

Sherwood does a lousy job of maintaining drainage ditches and very infrequently cleans storm water drainage systems that are in place in some areas. These issues have been ignored by the City, and, somehow ignoring them all this time gives the City Engineer the ability to state that the City will have to address or remedy these concerns if the NHCC property is developed? Truth is, theses issues should have been addressed long ago and now it's just another pathetic attempt to frighten people into thinking that development of the former NHCC property is going to cost us.

Maybe Mr. Clayton's views on remediation and drainage are being influenced by his home address (Putter's Cove) instead of the duty he should already be performing. Seems to me that bringing light to an issue that his office and Public Works has ignored for decades isn't making him look very good. I for one wouldn't be saying anything in public about potential problems being exaserbated by development when they could have already been remedied by now.

Walmart Meeting

Some Sherwood aldermen stayed quite a while after the community meeting with Wal-Mart to talk with the engineers and design team about the construction and surrounding property. They had quite a few questions. Wouldn't it be nice if the aldermen would speak frankly with Sherwood citizens about the many issues that need to be addressed?
